President Shavkat Mirziyoyev signed a decree “On additional measures to increase the industrial potential of the regions.”
The decree notes that the existing production potential in the regions, especially in the development of the construction industry, is not fully used for the development of the resource base of the subsoil. In particular, more than half of the explored deposits of expanded clay, silicate sand, glass raw materials, building blocks and paving stones have not been developed. As a result, domestic production of sanitary ware accounts for only 40% of the domestic market, aerated concrete blocks – 51%, paints – 65%, building glass – 70%, wallpaper – 30%.
Integration of the rapid development of electrical engineering, textiles, leather and footwear, food, pharmaceuticals, jewelry, paper industry, building materials, furniture, household goods and other local industries. regions, the Ministry of Investment and Foreign Trade will be entrusted with the following additional tasks to ensure the rapid development of local industry:
identifying sectors that are “drivers” of local industrial development based on the use of available natural and economic resources, the use of the potential of regions (cities) and the use of their relative advantages;

creating conditions for attracting private and foreign investment and modern technologies that ensure the production of high-quality and competitive products;

Increasing the competitiveness of products by expanding “value chains”, reducing production costs and costs, deepening the localization of production of finished goods and materials;
effective use and coordination of small industrial and special economic zones;
training of professional personnel for local industrial enterprises, taking into account current trends, widespread use of training programs;
improving the regulatory framework and standards in order to increase the industrial potential of industries and regions.
According to the new rules, from July 1, 2021, the State Fund for Entrepreneurship Support will provide economic entities implementing projects for the production of building materials listed in Appendix 1 to this decree:
a) guarantees within the framework of investment projects, including up to 50% of the amount of bank loans to replenish working capital, but not more than 15 billion soums;
(b) Compensation for interest expense on loans to building materials businesses:
for loans in national currency – in an amount exceeding the base rate of the Central Bank, but not more than 10 percentage points;

for loans in foreign currency – 50% of the rate set by commercial banks, but not more than 4%;
c) Compensation for the purchase of equipment for testing laboratories and the implementation of international quality management standards.

400 billion soums for the development of industrial infrastructure in specialized regions;
provides for the allocation of 100 billion soums for geological exploration;
b) together with the Ministry of Investments and Foreign Trade, within one month, approve the address list of works on the development of industrial infrastructure in specialized areas in accordance with the substantiated proposals of the Council of Ministers of the Republic of Karakalpakstan and regional khokimiyats and provide financing for the work on this address list.
According to the results of the auction, the State Committee for Geology and Mineral Resources will provide investors with 500 mineral deposits by October 1, 2021.
From July 1, 2021, confirmation of the conformity of building materials produced in the Republic of Uzbekistan will be made by the manufacturer (supplier) through a declaration.

The proposals of the Cabinet of Ministers on the introduction of a new integrated system aimed at facilitating the rapid development of local industries and production of building materials, providing for personal responsibility were approved:
Deputy Prime Minister of the Republic of Uzbekistan Sardor Umurzakov – on the introduction of a vertical system to promote the rapid development of local industry;
To the Chairman of the Council of Ministers of the Republic of Karakalpakstan, governors of regions, Tashkent, districts and cities – on the development of local industry according to the principle “study of the needs of the domestic market – analysis of imports – resource base – development”. and implementation of new projects ”.
Within the structure of the Office of the Cabinet of Ministers, a Secretariat for the development and cooperation of local industry will be created with the following main tasks: a total of 17 divisions:
coordination of activities of local industry agencies and business associations;
coordinates the work of ministries, departments and local executive bodies on the development and implementation of strategies for the development of local industry and development programs;
expansion and deepening of intra-industry and inter-industry cooperation, localization of production, increasing the competitiveness of industries and regions;
launching small industrial zones and industrial clusters in the regions, organizing the effective use of the potential of small industrial and special economic zones;
organization of regional and republican intersectoral industry fairs.
6 government divisions of the Secretariat will be formed within the general headquarters of the Cabinet of Ministers, and 11 additional government divisions will be formed at the expense of government divisions of the Ministry of Economic Development and Poverty Reduction.
The position of assistant to akims of regions and the city of Tashkent for the localization of production and the development of industrial cooperation will be changed to the position of assistant for local industrial development. At the same time, their secretariats will be expanded to 3 states through the transfer of 2 government units from the regional offices of the Ministry of Economic Development and Poverty Reduction.
The Deputy Prime Minister of the Republic of Uzbekistan for Investments and Foreign Economic Relations is responsible for coordinating the activities of the Secretariat and Assistant to the Governors of the regions and the city of Tashkent for the development of local industry.

From July 1, 2021, the Electronic Cooperation Center of the Portal of the Ministry of Economic Development and Poverty Reduction and the Office of Small Industrial Zones of the Ministry of Economic Development and Poverty Reduction of the Republic of Karakalpakstan and regional departments of economic development and poverty reduction. Investments and foreign trade will be transferred to the Ministry’s system in full, together with the existing staffing units and material and technical base.
